Xavier Lièvre

Xavier LIÈVRE has been a partner at 14 Pyramides Notaires since 2001. After advising leading French and foreign institutional clients, particularly on commercial real estate portfolio transactions, since 2006 he has primarily worked with public entities, local governments, urban planners, social housing providers, solidarity-based land organizations (OFS), and real estate developers on urban planning, real estate development, and housing projects.

His expertise is grounded in an in-depth understanding of the legal and operational challenges faced by these stakeholders, as well as practical experience with complex real estate issues, particularly regarding the remediation of contaminated sites—a subject on which he has co-authored numerous articles with the firm’s consultants specializing in this field.

Vice President of the High Council of Notaries from 2020 to 2022 and Chair of the 2nd Commission of the 119th Congress of Notaries of France on the topic of housing, he is currently a member of the real estate section of the Institute for Legal Studies of the High Council of Notaries and, since May 2026, First Vice President of the Paris Chamber of Notaries.
